在ITSM新增一條PVC后，自動把PVC信息插入NMS。

PVC報警：
a.如果PVC帶寬變大，要報警；
b.如果有增加PVC，而且又不是從ITSM那邊過來的，也要報警；
c.如果PVC狀態從active變為inactive也要報警；
報警考慮以聲音報警。

對于PVC數據，以程序自動掃描結果為主，以Excel文件為參考。

對于路由器，8個部門應該有8張圖。

把“縱向專網帶寬分配”PPT加入NMS系統，以便給領導演示。
